Abstract

This was a qualitative study that examined how municipalities could utilize idea generation in the conceptual problem-solving stages of public projects and services to offset the cost burden. Idea generation as a key component that yields options and opportunities that allow for the potential offsetting of cost incurred by municipalities. There have been studies conducted about the benefits of implementing idea generation strategies within municipalities. However, there had been little research about the method of incorporating idea generation as a planning tool in efforts to create sustainable programs, practices, and policies.

This study exposed the overlooked need of investigating resources in project development. Stakeholders and participants, 61 in total, were four categories of municipal officials as well as the Hendersonville, Tennessee community. Two instruments were developed to gather data; an interview questionnaire and a workshop survey. The intervention workshop was an educational way to allow participants to be exposed and experience the idea generation strategies. Major findings: realization importance and potential benefits of civic engagement, major benefits to receiving input from all employees and local officials, and more participants were in favor of a tax increase and public relation education. It was recommended that all staff and officials received training in the implementation of this technique into all projects and procedures, which would lead to overall sustainability.  There were implications for future studies to explore the long-term effects of implementing idea generation into the design processes of municipalities.
